さえ names the least of it, implying the rest goes without saying

水さえあれば生きられます。

Mizu sae areba ikiraremasu.

You can survive as long as there is water.

Paired with a ば form it flips to as long as — a separate pattern

子供さえ分かることです。

Kodomo sae wakaru koto desu.

Even a child understands this.
