どころではない is circumstance forbidding it, not unwillingness

今は笑っているどころではない。

Ima wa waratte iru dokoro de wa nai.

This is no time to be laughing.

Used to pull someone back to reality

どころか とは別の文型です。

Dokoro ka to wa betsu no bunkei desu.

It is a different pattern from どころか.

One contrasts a gap; the other reports having no room
