たりとも takes the smallest quantity and a negative must follow

一(いち)円(えん)たりとも無駄(むだ)にはできません。

Ichien tari tomo muda ni wa dekimasen.

Not one yen can be wasted.

The quantity must be the smallest unit, beginning with one

決意(けつい)を述(の)べる場面(ばめん)に限(かぎ)られます。

Ketsui o noberu bamen ni kagiraremasu.

It is confined to declarations of resolve.
