開業(かいぎょう)にあたって、皆様(みなさま)にご挨拶(あいさつ)申し上(もうしあ)げます。

In writing it shortens to にあたり

前向(まえむ)きな出来事(できごと)に使(つか)い、不幸(ふこう)には使(つか)いません。

Maemuki na dekigoto ni tsukai, fukō ni wa tsukaimasen.

It is for positive occasions, not for misfortune.
