〜ずにはすまない

謝らずにはすまないでしょう。

Ayamarazu ni wa sumanai deshō.

You will not get away without apologising.

ずにはすまない is what social sense requires, not what law compels

弁償せずにはすまないと思います。

Benshō sezu ni wa sumanai to omoimasu.

I think compensation will be unavoidable.

する becomes せず, the same shift as in ざるを得ない

ざるを得ない との違いは圧力の出どころです。

Zaru o enai to no chigai wa atsuryoku no dedokoro desu.

It differs from ざるを得ない in where the pressure comes from.

ざるを得ない is circumstance; ずにはすまない is decency and obligation
