Explanation:
用于引用他人说的话。引号内的内容 (
「 」) 可以是礼貌体或简体，但引号外 と 言います 前必须是简体形（或 です 变 だ）。
例 (直接引用)：森さんは 「明日 休みます」と 言いました。 (森先生说：“我明天休息。”)
例 (间接引用)：森さんは 明日 休むと 言いました。 (森先生说他明天休息。)Examples:
行くと言いました。
Iku to iimashita.
He said he would go.
と quotes what was said, again after the plain form
田中さんは来ないと言っていました。
Tanaka-san wa konai to itte imashita.
Tanaka said he is not coming.
Relaying someone else sounds more natural as と言っていました
すみませんと伝えてください。
Sumimasen to tsutaete kudasai.
Please tell them I am sorry.
と can also quote a phrase verbatim
