における is the noun-modifying form of において

職場(しょくば)における人間(にんげん)関係(かんけい)が課題(かだい)です。

Shokuba ni okeru ningen kankei ga kadai desu.

Relationships in the workplace are the issue.

They do not swap: における before a noun, において before a clause

論文(ろんぶん)のタイトルでよく見(み)かけます。

Ronbun no taitoru de yoku mikakemasu.

You often see it in paper titles.
