Disregarding his parents worry, he set off.

をよそに disregards others feelings or objections, and it judges

周囲の反対をよそに、計画を進めました。

Shūi no hantai o yoso ni, keikaku o susumemashita.

He pushed the plan through in the face of objections.

The first term must be someones feeling or stance, not an object

報道と物語でよく使われます。

Hōdō to monogatari de yoku tsukawaremasu.

Common in reporting and in storytelling.

It carries a bystanders evaluative stance built in
